A monthly note from the SFFMA Board President

Hello fellow firefighters across the state,

 

I hope everyone is doing well. District meetings are in full swing and we look forward to seeing each of you in the coming weeks as we travel across the state. You have a voice in SFFMA and attending meetings is a great way to use that voice.

 

North Texas, North Central Texas and the Red River Districts will be hosting a Tri-District Meeting and training on October 19 in Fort Worth. It is great to see districts working together to grow, provide training and promote their district and the SFFMA.

 

SFFMA membership runs from January 1-December 31 each calendar year. Renew now for 2024. On November 1, you’ll be able to renew for 2025.

 

Also, the Call for Presenters is open for the 2025 Conference. If you would like to teach a class, please complete and submit the Call for Presenter form. You can find that form at this link.

 

Efforts are starting to happen at the Texas Capitol. We are in ongoing discussions with state senators and representatives working on additional funding for HB 2604 and other fire service-related items.

 

Certification and Testing Updates 

 

During its meeting on September 24, 2024, the SFFMA Certification Board voted to:

 

1. Realign Hazardous Materials Awareness and Operations to the NFPA 470 Hazardous Materials of Mass Destruction (WMD) Standard for Responders standard; and

 

2. Include additional training to the HazMat Operations certification. Effective January 1, 2025, HazMat Operations is renamed HazMat Operations and Mission-Specific Responsibilities.

Certification Growth: As of October 11, 2024, more than 3,200 certifications have been issued.

 

 

 

New Test Banks: Ongoing development of test banks for Driver Operator and Inspector certifications.

 

Reciprocity Discussions: We continue discussions with TCFP to streamline certification reciprocity, making transitions into the career fire service more accessible.  

 

Membership and Benefits 

 
Renewal and Growth: 
  • More than 16,400 individual members and 915 entities renewed as of 10/1/24. 
  • Promote the new retired member category and the junior member program, both of which have seen significant interest. 
  • LODD Benefits Compliance: Reinforce the importance of volunteer departments holding a training meeting at least twice a month to maintain eligibility for line-of-duty death (LODD) benefits. Non-compliance could lead to denial of benefits. 
  • VFIS Insurance: Remind members to keep beneficiary forms up to date and on file; this is crucial for ensuring timely benefit distribution. 

Grant Opportunities 

 
SAFER Grant Utilization: 
  • Emphasize the ongoing availability of SAFER Grant funds for recruitment and retention, leadership training, and PPE acquisition.  
  • Encourage departments to apply for these funds to support their growth and sustainability. 
  • SFFMA is applying for a new SAFER grant with new priorities for funding

Texas Fire Service Hall of Honor
On January 19, 2025, four individuals will be inducted into the Texas Fire Service Hall of Honor for their career-long commitment to the Texas Fire Service. The Lifetime Achievement Award recognizes current and former firefighters, emergency service personnel and others who have made significant contributions and shown outstanding commitment to the Texas Fire Service.
 
This year’s award recipients, Dr. G. Kemble Bennett, Stuart Grant, Helen Benner Johnson and W. H. “Willie” Wisko, will join six previous inductees to the Hall of Honor. Read more...

Dear Members, 

 

As we head into the final months of 2024, I want to share some exciting updates about the work currently being done to strengthen our certification program and enhance our organizational focus.

 

TCFP Reciprocity

 

One of the main priorities for SFFMA has been working toward full reciprocity with the Texas Commission on Fire Protection (TCFP). Achieving this goal will create more streamlined certification processes, enabling volunteer and career firefighters to transition between roles and departments seamlessly while meeting consistent state standards.  

 

This effort is a critical step toward reinforcing our commitment to professional development across the fire service spectrum. Our team, including each one of you, has worked closely with TCFP to ensure our training programs meet their certification requirements.

 

These conversations are progressing, and I’m optimistic that we will reach a solution that benefits firefighters across the state. As always, your feedback and support will be vital as we continue this process, and I encourage you to stay tuned for more updates.  

 

Strategic Planning – A New Vision for 2025  

 

Equally important, we are developing a comprehensive strategic plan for our association’s staff.

This plan aims to better align our internal operations with the evolving needs of our membership.  

 

As we build this roadmap, we’re closely examining our roles and responsibilities to optimize how we serve you—our members. 

 

From certification and membership services to marketing and events, we’re analyzing how to leverage our talented team best to improve efficiency and deliver more value. This plan aims to provide a structure for how staff makes decisions that benefit our membership the most. 

 

We appreciate your understanding as we work to continue to provide enhanced benefits and more overall value for your membership.SFFMA remains dedicated to providing the best support possible to Texas’s firefighters, fire marshals, and emergency responders as we progress.

 

Your ongoing commitment to the safety of our communities is something we are all proud of. I look forward to continuing this journey with you.

Call for Presenters
The State Firefighters' and Fire Marshals' Association is now accepting presentation proposals for the SFFMA 149th Annual Conference and Convention June 19-22, 2025, at the Embassy Suites by Hilton Dallas Frisco Hotel & Convention Center in Frisco, Texas. Our audience includes professionals ranging from those new to public safety to expert master level firefighters with many years of experience.
 
The SFFMA Speaker Selection Committee will consider session presentations that reflect the wide range of needs, interests, and experience levels of our fire service community. If you would like to share your knowledge and best practices, we invite you to send your session proposals for any relevant topic related to fire service, EMS and industrial services.

Interested presenters are asked to submit the online Presenter Submission Form on or before November 15, 2024. Final approval of presentations will be made by the SFFMA Speaker Selection Committee. Presenters will be notified of selection via email on or before February 10, 2025, to include draft presentation schedule.
 
SFFMA Legislative Update (by J Pete Laney)

We are just about four months away from the start of the 89th Legislative Session, which begins on January 14, 2025. It is shaping up to be a busy session for SSFMA as the Legislature comes on the heels of the largest wildfire in the state’s history.  While the wildfires were terrible and caused unimaginable loss of life and property, it has spotlight on the issues that SFFMA advocates for every day in the Capitol and with our legislators.  Funding and recruitment and retention.  Funding for training and equipment, and policy initiatives to help our departments with recruitment and retention. 

 

On September 17, SFFMA President Billy Tidwell testified at the House State Affairs Committee hearing regarding the recommendations from the Panhandle Wildfire Investigative Committee. He addressed the issues facing our departments including the nearly $200 million backlog of 2604 grant requests due to not enough money being appropriated into the program to keep up with the need. He also discussed the job protection legislation SFFMA passed through the legislature a few sessions ago, only to be vetoed by Governor Abbott. The Wildfire Committee heard testimony about volunteers losing their jobs because they simply answered the call to protect their communities during the unprecedented wildfire and recommended that the issue be addressed this coming session. 

 

SFFMA has been busy working with legislators, their staff, the Forest Service, TDEM, TEEX, and others in preparing for the upcoming session. As it nears, actual legislation addressing these issues and others will begin to come into focus. With your help, SFFMA will continue to advocate on behalf of all our members in hopes of keeping Texas prepared and being able to continue to protect the communities and citizens served by our members and volunteers all across the state.              

Vector Solutions Offers Comprehensive Training Program

Firefighter training is a critical piece of every fire department across the country, whether those firefighters are career or volunteer. The end goal is to become certified in the necessary standards set by the National Fire Protection Agency (NFPA).

 

Much of the training is what’s called knowledge-based; this is where the basic understanding and objectives are covered in a classroom or online learning setting. Hands-on, practical training (what some call the “fun” part), happens after the objectives are covered.

 

Many firefighters prefer online learning for classroom work because courses can be accomplished on their time schedule and in a comfortable environment. They can also review the material as many times as needed.

 

Robbi King, Director Public Sector Solutions Engineers with Vector Solutions, knows a little something about training. He started as a volunteer firefighter in Georgia and eventually had a paid career as a firefighter. (Don’t worry, he’s lived in Texas for about 10 years now.)

 

“Training 4-5 hours in one night is a lot for families,” he said.

 

He believes that’s why online training is so popular among volunteer firefighters. And this is where Vector Solutions shines.

 

This online training company, based in Tampa, is what Robbi calls a three-legged stool; they offer training in the education, commercial and public safety sectors. They’ve been around since 1999. (Happy 25th, y’all.

 

For the public safety sector, the company offers a single system for all of a department’s needs, including:

  • Online Firefighter training
  • Online EMS Continuing Education
  • Skill Evaluations
  • Fire Academy Automation
  • State Certification and Training Management

“We believe it’s a total training management solution,” Robbi said. “It’s all the things any fire department needs at any time. We also have a large course catalog.”

 

He must be onto something as more than 250 Texas fire departments use Vector Solutions for their training.

 

Is it affordable for a volunteer agency?

 

“Absolutely,” Robbi said. “It’s roughly the cost of purchasing gloves for firefighters each year. And there are some grant funds available to help cover the cost of the training system.”

 

He believes the software pays for itself in terms of time management and the ability to effectively and efficiently track all the training for each firefighter on the roster. Robbi said it helps departments ensure their people are progressing and getting ready to handle any kind of incident that comes along.

 

“Vector Solutions grows with you by providing a wide range of tools,” he said. “It’s a comprehensive training and tracking solution that’s easy to use. And it can help with your retention rate since firefighters can see the benefits and they love the online learning aspect.”

 

Additionally, he said training coordinators love the Vector Solutions program.

 

“It makes their job that much easier,” he said. “Plus, it can help with everything from litigation to open records requests to ISO ratings.”

 

Among those 250+ Texas departments using Vector Solutions are the state’s largest paid and the smallest volunteer organization.

 

“Volunteer departments see the value even with limited resources available,” Robbi said.

 

In areas like Johnson County, the 16 or so fire departments all use Vector Solutions and they created a central hub.

 

“Joint training is now easier,” Robbi said. “These departments can work together. It’s a force multiplier.”

 

Beyond the online coursework, Robbi said Vector Solutions can also track in-person trainings.

 

“It has a tool that can mirror your skill sheets to meet objectives,” he said. “You simply use a phone to record the hands-on training. Then you can play it back and see how you did.”

He said this is a value part of the coaching and mentoring process in any fire department.

 

With firefighting standards changing frequently, does Vector Solutions keep pace?

 

“Our software makes it easy to keep up with changing standards,” Robbi said. “Our Subject Matter Experts review the newest NFPA standards. Our Advisory Board makes recommendations. We’re busy making changes so our material is always current.”

 

Robbi said with all the features and flexibility offered, fire departments can’t afford NOT to have Vector Solutions.

 

“Look at the time it takes to get something done,” he said. “For example, departments need to report hours up to SFFMA. If they don’t have a good tool, how do they do that effectively and efficiently?”

 

He added that the software also assists with filling open records requests in a timely fashion.

 

When considering whether to implement a program like Vector Solutions, Robbi said departments should think about a wide array of factors including ease of use, time, efficiency, and outcomes.

 

“We are currently offering SFFMA members a special discount so they can get all of the tools and benefits at a reduced cost,” he said. “We think once they try it, they will understand how it positively impacts their entire organization.”

Our goal then as now is to promote, unify, represent and educate firefighters and EMS responders throughout the state, whether they are paid or volunteer. Certification and Testing

 

Update to Hazardous Materials Training

 

During its last meeting on September 24, 2024, the SFFMA Certification Board voted to:

 

1) Realign Hazardous Materials Awareness and Operations to the NFPA 470 Hazardous Materials of Mass Destruction (WMD) Standard for Responders standard; and

2) Include additional training to the HazMat Operations certification.

 

Effective January 1, 2025, HazMat Operations is renamed HazMat Operations and Mission-Specific Responsibilities. Expanding on the PPE and Product Control material, the remaining portion of the Mission Specifics chapter of the standard will be required.

 

We provide a document of the updated standard for your review at 2025 Hazardous Materials Update. This is one of the final steps to achieve full reciprocity with TCFP for our members. SFFMA will send out additional updates as we near finalization of the project.

 

Testing Opportunities

 

College of the Mainland in Texas City will now be facilitating SFFMA testing on Tuesdays between the hours of
10 a.m. and 6 p.m. starting on October 15. Use the link on their listing on the Testing Partners page of our website register in addition to registering in PORTALBoth registrations must be completed in order to test.

 

Please note that all upcoming testing sessions are available to view through PORTAL. For the department, go to Written Test Eligibility page and select the Test Scheduler button. For individuals, use the Schedule button on the green Testing box at lower left of your landing page and then select the Schedule button under Written Test Scheduling.
